Dr. Abhishek Manu Singhvi said the GST issue reflects the double speak, the duplicity and the dishonesty of the Prime Minister and Finance Minister. It shows that those who love acronyms like grand stupid thought, GST, are now being made to look stupid. Why do I say that? आपको याद है कि जबसे ये सरकार जीएसटी के इस विकृत तौर-तरीके को कार्यांवित करने का प्रयत्न कर रही है, तब से श्री राहुल गांधी, कांग्रेस पार्टी 100 बार बोल चुके हैं कि ये ‘वन नेशन वन टैक्स’ नहीं है, ये एक देश और सात टैक्सिस हैं (One Nation Seven Taxes) और इस बिंदु को आपके सामने बताने का मुख्य उद्देश्य ये था, कि जहाँ टैक्स रेट 12 से लेकर, 18 से लेकर, 28 से लेकर, 40 प्रतिशत हो और मैं छोटे वालों की बात नहीं कर रहा हूं, 3,5,7,8 रेटस हैं। कम से कम इसमें एक सीमा होनी चाहिए 18 प्रतिशत की, हमने वैसे कहा था 15, साढ़े 15 प्रतिशत, लेकिन ज्यादा से ज्यादा 18 प्रतिशत।

ये हमारा एक मूल मुद्दा था। आपको याद होगा 2014 से उसका मजाक उड़ाया गया और आज साढ़े चार साल बाद, जब चुनाव के 100 दिन बचे हैं, जब आपको मुँह की खानी पड़ी है, तीन प्रदेशों में बुरी तरह से हताश होकर और बाकी दो में आपका नगण्य स्थान है, तब आप ये जुमलाबाजी कसते हैं और प्रधानमंत्री एक हिंट देते हैं, अभी तक कोई निर्णय नहीं आया है, एक हिंट दिया है प्रधानमंत्री जी ने कि हम चाहेंगे कि अब 99 प्रतिशत से ज्यादा आईटम पर जीएसटी की दर 18 प्रतिशत या उससे कम होगी। ये मूल वही बात है, जिसकी हमने बार-बार मांग की थी। आपने उसका इतना मजाक उड़ाया, इतना मिथ्या प्रचार किया, आपके अपने खुद के मुख्य आर्थिक सलाहकार ने 15, साढ़े 15 प्रतिशत की सीमा बाध्य की थी। आपको याद होगा कि श्री अरविंद सुब्रमण्यम ने कहा था कि सबसे अच्छा न्यूट्रल रेट, जिसे कहते हैं, ना मेरिट,  ना डिमेरिट रेट, न्यूट्रल रेट, रिवेन्यू न्यूट्रल रेट कहा जाता है उसको, वो 15, साढ़े 15 प्रतिशत होगी। हमने कहा चलो बहुत ही खींचना है तो 18 प्रतिशत तक कर लो आप, सीमा तय कर लीजिए। आपने खुद ही हमें विपक्ष मान कर, मुख्य आर्थिक सलाहकार के सुझाव को आपने नकारा और आज चुनाव के सामने आप सिर्फ राजनीतिक रोटियां सेंकने के लिए वही बात कर रहे हैं।

मैं आपको कुछ बताना चाहता हूं कि ये आडंबर जो है, ये जो हिपोक्रेसी है, ये जो दोगुली आवाज है, ये जो बेशर्मी के साथ झूठ बोलने की प्रक्रिया है, उसके कुछ उदाहरण देना चाहता हूं।

पहला, जुलाई 1, 2018 में माननीय वित्त मंत्री ने कहा, “Rahul Gandhi has been advocating a single slab of GST for India. It is a flawed idea”. This is Mr. Jaitley. “A single slab GST can function only in those countries where the entire population has a similar and a higher level of paying capacity. Being fascinated by Singapore model is understandable but the population profile of a State like Singapore and India is very different”. उनका कोटेशन और आगे चलता है, मैं माननीय वित्त मंत्री जी से बड़ी विनम्रता से हाथ जोड़कर पूछना चाहता हूं कि अब अचानक चुनाव के 100 दिन पहले क्या हम सिंगापुर बन गए हैं, हम क्या सिंगापुर में परिवर्तित हो गए है? ऐसा क्या हुआ इन पिछले 5 महीने में? आपने कहा था जुलाई 1, 2018 को, 5 महीने में क्या चुनाव के परिणाम ने आपको बदल दिया या भारत सिंगापुर में बदल गया या हमारी पूरी जनसंख्या एक समान हो गई? इन तीनों में से कौन सी चीज हुई है?

दूसरा, जैसा मैंने कहा Grand Stupid idea कहा गया, ‘Grand Stupid Thought’, ये माननीय प्रधानमंत्री मोदी जी ने गुजरात के कैंपेन के दौरान 29 नवंबर, 2017 को कहा है कि ‘श्री राहुल गांधी की डिमांड जीएसटी की Grand Stupid Thought है’। आज जो माननीय प्रधानमंत्री अपने आपको आर्थिक एक्सपर्ट गिना रहे हैं, वो अपने शब्दों को खा रहे हैं या चबा रहे हैं। ‘Grand Stupid thought’ है या ये वक्तव्य उनका ‘Grand Stupid thought’ था? आज exactly वही बात कर रहे हैं, क्यों, क्योंकि चुनाव सामने आया है। भलमन साहत नहीं चाहिए थी आपको, विकृत जीएसटी को बचाने का उद्देश्य नहीं था, क्योंकि साढ़े चार साल तो निकाल दिए आपने।

तीसरा उदाहरण, जुलाई में ही इसी वर्ष श्री पीयूष गोयल ने कहा कि “Single rate demand is a ridiculous suggestion” माननीय मंत्री महोदय, आज कौन ridiculous दिख रहा है? आप सबको बरगलाना चाहते हैं, आप समझते हैं कि देश को मूर्ख बनाने का मानव अधिकार आपके पास है और आप सोचते हैं कि सबको मूर्ख बनाने का मानवाधिकार है। आज ये ridiculous सुझाव कौन दे रहा है, आपके प्रधानमंत्री ने कल कहा है कि 99 प्रतिशत से ज्यादा आइटमों पर हम 18 प्रतिशत से दर नीचे रखना चाहते हैं। मेरे पास और कई उदाहरण हैं, माननीय मोदी जी ने भी इसी वर्ष जुलाई में कहा था “Milk and Mercedes can’t be taxed at a single GST rate”. हमने कभी कहा कि Milk and Mercedes को एक ही रेट पर करो, हमारी बात विकृत कर दी और आज आप यही कह रहे हैं।

So, friends, this is a Government hypocrisy by the hypocrite, इस सरकार का उद्देश्य एक ही है- अनर्थकारी नीतियों को लाओ, जनता को सताओ, चुनाव में मार खाओ और फिर मरहम लगाने का नाटक सुनाओ। इस सरकार की सोच और प्रक्रियाएं exactly इन चार स्टेजिज के द्वारा चलती हैं। ये तुगलकी फरमान की चैंपियन सरकार है, आज महामहिम ने आदेश दिया, नहीं होगा, 40 प्रतिशत ही होगा और 28 प्रतिशत ही होगा।

मैं आपको वापस याद दिला रहा हूं, 7 टैक्स थे, actually 8 या 9 भी हो सकते हैं, लेकिन न्यूनतम 7 थे। सबसे बड़ा था 40 प्रतिशत का। आज ये तुगलकी फरमान साढ़े चार साल तक हिले नहीं, डुले नहीं, हमारा मजाक उड़ाते रहे, आज आप खुद उसी बात को कह रहे हैं।

The reality is that these four years have cost us dear. इसकी कीमत आपको और हमें नहीं, सिर्फ आम आदमी को, इस देश को चुकानी पड़ेगी। It is a very expensive ‘Tughlaki Farman’. I will give you an example of how expensive it is. AIMO is a very well known, the premier All India Manufacturers Organization (AIMO), बहुत पुराना स्थापित है, उसने जीएसटी और 2016 वाले नोटबंदी को मिलाकर सर्वे किया है And this Survey reveals that operational profits of traders have dropped by 70% since 2014. Job losses are reported at 43% in the trader segment, micro-segment reports loss of 32% job, small segment reports of 35% and medium scale about 24%. ये सिर्फ Job losses हैं जो AIMO द्वारा दर्शाई गई। इसको कई बार loosely कहा जाता है, MSME sector, मध्यम वर्ग, Small scale sector. ये है आर्थिक मैनेजमेंट और जुमले का प्रभाव या दुष्प्रभाव। आपने रात को 12 बजे संसद को खोल कर इस विकृत जीएसटी के लिए हल्ला बोल करवाया था। हर चीज आपके लिए जुमला या इवेंट होती है। हर चीज आपके लिए एक जश्न होता है, उसमें शब्द हों, जश्न हो, बाकी कुछ ना हो, कुछ फर्क नहीं पड़ता।

तो मैं ये कहूंगा कि आज आपके जाने का समय आ गया है, इस प्रकार के चुनावी लॉलीपॉप साढ़े चार, पौने पांच साल बाद बात करना, इस प्रकार की हिपोक्रेसी दिखाना, इस प्रकार की दोगुली आवाज निकालना, सब जानते हैं, जनता सब समझती है। आपने उसका एक बहुत बड़ा महत्वपूर्ण ट्रेलर देखा है, पूरी फिल्म भी आपके सामने निकट भविष्य में आ जाएगी।

पूर्व मुख्यमंत्री शिवराज सिंह चौहान के द्वारा दिए गए बयान से संबंधित एक प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि मैंने पब्लिकली, चुनाव के दिन ही, 11 दिसम्बर, 2018 को ही इस बात की सराहना की थी कि माननीय चौहान जी ने राजनीति में बहुत व्यापकता दिखाई और 15 वर्षों मेंअच्छा प्रदर्शन किया और ये भी कहा था बाद में की उन्होंने सौहार्द दिखाया, magnanimity दिखाई, उस दिन सबके साथ जश्न में हाथ उठाया और मैं उस बात को बरकरार रखता हूँ, लेकिन साथ-साथ ये आपको विचित्र लगता है की नहीं? जो माननीय मुख्य मंत्री पांच साल काट गए, उसके पहले दस साल काट गए, 15 साल टोटल काट गए, उन्होंने तो कुछ भी नहीं किया और आज 10 दिन के अन्दर नहीं, तीन दिन के अन्दर ही हुआ लोन वेवर या लोन माफी, तो उसके साथ-साथ वो और विभिन्न प्रकार के लोनों की माफी मांग रहे हैं, ये विचित्र नहीं लगती आपको? तो मैं समझता हूँ कि इस प्रश्न के अंदर उत्तर निहित है।

हाँ, मैं आश्वासन देना चाहता हूँ माननीय पूर्व मुख्यमंत्री को कि अभी आपने तीन दिन में देखा है, 15 साल तो बहुत बड़ा समय होता है। आप देखेंगे भविष्य में धीरे-धीरे किस प्रकार से जहाँ-जहाँ उपयुक्त होगा, जहाँ-जहाँ सही होगा, जहाँ-जहाँ संतुलित होगा, हर वो जनहित का कार्य किया जाएगा, जो आप नहीं कर पाए थे।

Doublespeak, Duplicity, Dishonesty of PM Modi & FM Jaitley now out in the Open!

100 days are left for the Lok Sabha elections to take place, and PM Modi has suddenly woken up to the fact that the GST implemented by his Government is poorly implemented.

The Congress party which was the original proponent of the GST, has been hammering the fact from day one, that the GST implemented by the Modi Govt is NOT ‘One Nation, One Tax’ but ‘One Nation Seven Taxes’ with rates as – 0.25%, 3%, 5%, 12%, 18%, 28% and 40% (which was later shelved) and possibly more!  Congress President, Shri Rahul Gandhi has been at the forefront of demanding a SINGLE Tax Rate for GST- not exceeding 18%. Congress party leaders had been demanding the same since 2015, but Mod Government did not listen to the voice of people.

After a deep slumber and when the alarm bells for the BJP have started ringing in the Hindi heartland, PM Modi has suddenly woken up. In a media conclave, yesterday, he has ‘hinted’ that 99% of all items would be taxed at 18% or at less. This is still a ‘HINT’ and NOT a ‘DECISION’.

Since the rollout of GST from July 1 last year, the GST Council has undertaken four rounds of rate rationalization — October 6, November 10, January 18 and July 21. Thanks to Gujarat elections, GST rates on many items reduced from 28% to 18% and Thanks to Gujarat elections, Modi Govt was also forced to heed advice of the Congress party and experts on flaws in implementation of GST.

It is important to note that the back in 2017, before the flawed implementation of a poorly crafted GST, the Chief Economic Adviser to this government had clearly recommended a GST rate of 15-15.5 per cent and demonstrated that it was a revenue neutral rate. But an arrogant Modi Government drunk with power, refused to heed to its own CEA. Infact, a midnight celebration of enforcing taxes on the people of India was held by the Modi Government in Parliament.

Flashback on PM Modi, FM Jaitley & their Govt’s statements on Congress’ rightful remand of ‘One Nation, One Tax’ Rate for GST:-

1. On July 1 2018, on the first anniversary of the flawed implementation of GST. Finance Minister argued that the idea of a SINGLE tax rate GST is a ‘flawed’ one.

He wrote and we quote

“Rahul Gandhi has been advocating a single slab GST for India.  It is a flawed idea.  A single slab GST can function only in those countries where the entire population has a similar and a higher level of paying capacity.  Being fascinated by the Singapore model is understandable but the population profile of a state like Singapore and India is very different.  Singapore can charge 7% GST on food and 7% on luxury goods. Will that model work for India? Since GST is a regressive tax, the poor have to be given a substantial relief.  Thus most food items – agricultural products and the Aam Aadmi used products have to be tax exempt.”

We want to ask Shri Arun Jaitley- What changed in the past 5 months, that now the Modi Govt is forced to adopt the ‘Flawed Idea’ of Single Tax Rate? Was it the absolute drubbing they received from the hands of the electorate in 5 states or was something else?

2. In July, this year, PM Modi exhorted that “Milk, Mercedes can’t be taxed at single GST rate.”

He said “Can we have milk and Mercedes at the same rate? So, when our friends in Congress say that they will have just one GST rate, they are effectively saying they will tax food items and commodities, which are currently at zero or 5% at 18%,”

We want to ask PM Modi, what forced this stupendous reversal & roll back!

3. In July, this year; Union Finance Minister Shri Piyush Goyal stated that the demand for a single rate in Goods and Services Tax (GST) was a ‘ridiculous suggestion’. He also found it amazing when the demand for a single GST rate is raised.

Unfortunately, what Mr Goyal seems to forget is, the same government, which he represents, had at midnight on 30 June 2017 launched GST as ‘One Nation, One Tax, One Market’.

4. On Nov 29 2017, during the Gujarat Election Campaign, PM Modi made an outrageous remark stating that Congress President, Shri Rahul Gandhi’s demand for a Single Tax rate in GST is “Grand Stupid Though’. Acronym Expert, Modiji is however not an ‘Economic Expert’. Yesterday he almost forced to concede to Shri Rahul Gandhi’s demand.

‘Modi-nomics’ is the art of backstabbing people with flawed economic decisions, ruining their livelihood with unwitting announcements, stealing their jobs with economic mismanagement and forcing the small businesses to shut down by unleashing economic anarchy.

A latest survey by All India Manufacturers’ Organization (AIMO) points out that – Traders and micro, small and medium enterprises (MSMEs) across the country have reported steady job loss and declining profits since 2014 and demonetization, the roll-out of GST are among the reasons for the slowdown. The survey reveals that the operational profits of traders across the country have dropped drastically by about 70% since 2014. It underlines that the job loss were reported at the rate of 43% in the trader segment, micro-segments reported job losses of 32%, small segments reported 35% and medium-scale industries reported 24% job losses.

This is PM Modi’s legacy of Economic Mismanagement & Jumlas!

To a question on alliance, Dr. Singhvi said, No, I don’t agree with your analysis.. These are early days. We are in December. There is no question of stitching alliances, closing doors or opening doors. I think that level of discussion and interaction has now started. Certainly you are right in saying that there is an understanding on alliance  of some sort between two parties in UP. That is not to say that we have been or other parties have been part of that process at the moment. That is neither to include nor to exclude. At best you can say this issue is open. I can only say that in the near future and in the coming months and weeks, You will find that though at the moment no initiative, no formal talks, no semi-formal talks have happened. Everybody here realizes the importance of minimizing and preventing vote  division and you have to wait for the story to unfold in January and February. I think this is premature to come to any conclusion yet. I am not saying in the affirmative or in the negative.

To another question, Dr. Singhvi said, the Congress Party is certainly keen and ready to be part of any secular, non-communal, reasonable alliance, understanding, adjustment by whatever name is called, I do not like the words ‘Gathbandhan’, ‘Mahagathbandhan’ or ‘Mini-gathbandhan’. But, Yes it is – provided (a) it is respectable (b) it does not cause harm not only to the other parties but also to Congress Party and (c) it is effective in preventing vote division; that is the mantra of getting together but we are now talking of a process which has not yet started. We have neither been included nor been excluded.

On another question on Uttar Pradesh, Dr. Singhvi said, I did not say ‘keen’ on alliance; I said we are open to give an alliance provided these conditions are met.

To a further question, Dr. Singhvi said, let us not mix up social courtesies with political decision making which is a hard, solid, reason, logic decision making. I do not know his programme, I cannot say whether I will go there or not go there but I can certainly tell you that the Congress Party, Shri Rahul Gandhi and Smt. Sonia Gandhi in particular have maintained the highest levels of social courtesies of all kinds of proper conduct and what to talk of Mayawati Ji  and Akhilesh Yadav Ji and their respective parties. Even those who are antagonistically opposed to us, which these parties are not really in any major sense, even there we have maintained these  social courtesies.

To another question, Dr. Singhvi said, these are matters of detail. You know what                  I mean, you have to allow that process to unfold and let me tell you today it remains the BJP and Shri Modi’s biggest terror that different state-wide adjustments, understanding, alignments will happen. This does not mean that there is some kind of an all India big word which you are using but state-wide, state-level, constituency wise, and region level and that is the biggest terror which the BJP and Shri Modi are reeling under.

On another question, Dr. Singhvi said, I can’t use an unqualified word like ‘support’. It is definitely an improvement. It is definitely taken care of some of our concerns and I cannot hesitate but say that it took a long time for them to realize the correctness just like it took three years to realize the correctness of our GST rate which I have just spoken about. There may still be some teething problem. We will look into details but if it is otherwise Okay, we are prepared for constructive action, I can’t say ‘support’ at the moment but we will look into.

To a further question on Privilege Motion, Dr. Singhvi said, I think there are lots of ifs and buts. There may be lot of ifs and buts there because we do not have the report yet. The last I heard is lot of different viewpoints given in the Committee. That is only on the basis of newspaper reports. I think that matter is important as this, will come to Parliament in a very reasoned long debate when we get the time but the basic point which appears to be staring in the face as to what extent people support something which appears to be discriminatory and to what extent that discrimination is based on religion. These are issues of law, constitutional validity of logic of reason as we have seen to go into it. Certainly there are lots of parties here who might not want to react to discriminatory or region based distinction.

On another question related to the no electoral victory, Dr. Singhvi said- I agree with you that no electoral victory and no electoral defeat, it is a single point agenda or a dual point result. To that point agree. It is not that you win or lose by only point A or only point ‘B’. But, let me tell you that the General Akrosh anger resentment against the Government is based on multiple factors and the cumulative impact of that is important, two of which contributing in a big way for cumulative impacts are certainly GST and Demonetization.

Let me flip your point the other way round. There is no major victory by them except in UP. By which time actually the effects of these two had not really pended it out. Gujarat was a whisker. They were ultimately not able to get majority in Karnataka. Tripura, yes they made gains. Across the country, they have lost many elections after that. Do you think, Goa was a victory? Do you think Manipur was a victory? Gujarat technical victory, technical knock out. Even the BJP does not consider it to be a victory. Karnataka, these three states, so as the effect unfolds, people realize the true effect of these.

On a question related to UP Elections, Dr. Singhvi said- it is not a question of waiting. These are hard issues of logical concentration. They take time. You can rest assure that if it is so to happen, it will happen within a reasonable time frame. Let me not speculate on this. But by the end of the day, if things don’t turn out, we are a national party; we have fought elections on our own. In U.P. we will fight fully and totally but, we would like only because it should not benefit by vote division to the BJP. That is the basic object of trying to lean over backwards in getting the best for the country.

Dr. Singvi said- This is very serious, it is urgent, it is very important because ultimately the issues are the same, the issues have not changed. But, the issues highlight a tearing, anxiety and urgency to hide vital matters of public interest. This Government is running scared. This Government is using PhDs and Masters and Spin Doctoring to spread falsehood and one direct falsehood has been nailed today. I gave you about 6-7 points yesterday less than 15 hours ago. Each of those points have been completely reinforced, reiterated and underlined by no less than Justice Patnaik. I had told you yesterday, natural Justice denied especially without any proof, judicial findings, natural justice was all the more important.

Well, today Justice Patnaik has said categorically that even if the Supreme Court said that the high-power committee must decide, the decision was very, very hasty. We are dealing with an institution here. They should have applied their mind thoroughly, especially as a Supreme Court judge was there. What the CVC says cannot be the final word, exactly the issue which we have raised.

Second, we have said there is nothing which can be called even an allegation much less a proof, no prima facie, no finding. There is nothing in the nature of except subjective words, adjectives, delays, trivial things. Well, today, Justice Patnaik says, “There is no evidence of corruption against Verma. The entire enquiry was held on (CBI Special Director Rakesh Asthana’s) complaint. I have said in my report that none of the findings in the CVC’s report are mine”

Third thing he had said yesterday that you are hiding behind the fig leaf of Patnaik. Justice Patnaik himself says, “the CVC forwarded to me a statement dated 9.11.2018 purportedly signed by Shri Rakesh Asthana. I may clarify that this statement purportedly signed by Shri Rakesh Asthana was not made in my presence” The Supreme Court entrusted me with the responsibility of supervising, so, I ensured my presence and ensured the principle of natural justice was applied. Neither inquired nor signed nor himself investigated and this is being spread like a canard before you by the spin doctors of this Government. I think, it is very clear, friends, that there is much to hide, it is not a cupboard full of skeletons, it is only skeletons, there is no cupboard.

Was it that the CBI Director was deep into the investigative stage of Rafale? Was it that he had evidence, witnesses, documents which would nail the multiple lies of this Government, the Prime Minister, the Ruling Party’s President? Was it that it was therefore vital to stop him instantaneously within minutes? Remember, even adjournment was refused initially by the Prime Minister’s office of the meeting that meeting had not even got CVC report. Mr. Kharge wrote saying, we have no CVC report, please adjourn it. The letter from Mr. Jitendra Singh the minister said, No, we would not adjourn it, we have to have it today and then on the urgent meeting 24 hours later. A thousand pages annexures report was evaluated decided and implemented in this manner. Obviously, this Government has lots and lots to hide. Well, without taking more time, let me conclude by saying that we have four specific demands apart from all the other points which made earlier.

One, the High-power Committee must be reconvened immediately. Two, Mr. Alok Verma must be reappointed till the High-powered Committee, and that is my third demand, fully investigates and enquires into the allegations as the High-power Committee, because they have not done it. Mr. Justice Patnaik says they could not have done it; it is humanly impossible to do it. They are not a rubber stamping agency, they are High Powered Committee.  The CVC is neither the appointing authority, nor the removing authority and therefore the third demand is that these must be inquired into and fourth, the 77 days lost by him in his fixed two years tenure term must be compensated and returned to him and then alone I think, justice will be done, justice deserves to be done and the Government and his spin doctors deserve to be exposed.

चुनावी साल में मोदी सरकार RBI के ख़ज़ाने को लूटने पर उतारू!

पूँजीपति मित्रों से प्यार, इसलिए कर रहे हैं, चुनावी मौसम में RBI की तिजोरी पर प्रहार !

चोर दरवाज़े से नोटेबंदी का दूसरा चरण लागू करने पर तुली हुई है मोदी सरकार !

चुनावी साल में ये जाहिर है कि मोदी सरकार आरबीआई के खजाने को लूटने पर उतारु है। मैं इसको चोर दरवाजे से नोटबंदी फेज-2 कहूंगा। नोटबंदी का फेज-2, दूसरा चरण लागू करने पर मोदी सरकार तुली हुई है और उसके कुछ नए रोचक पहलू मैं आपको बताना चाहता हूं। हम सब जानते हैं कि नोटबंदी द्वारा लगभग डेढ़ प्रतिशत जीडीपी हमारी कम हुई। आज विश्वभर में एक व्यक्ति के अलावा सब मानते हैं कि नोटबंदी शायद इतिहास की सबसे बड़ी भूल, सबसे बड़ा गलत काम था और आप सभी जानते हैं कि वह एक व्यक्ति कौन हैं, जिसके अलावा सब मानते हैं कि नोटबंदी गलत फैसला था। अब उसी प्रकार से लुके छुपे, चोरी छुपे काम करने की प्रक्रिया में एक और श्रृंखला, एक और कड़ी जुड़ती है, और जिसकी शुरुआत सरकार ने की है कि किसी तरह से आरबीआई सरकार को साढ़े तीन प्रतिशत स्पेशल डिविडेंड पे कर दे 3.6 लाख करोड़ का। 3.6 लाख करोड़ का स्पेशल डिविडेंड कैसे मिल जाएगा? मैं ये बता दूं आपको कि 3.6 लाख करोड़ रुपए 40 प्रतिशत होता है जो भी आरबीआई ने रिजर्व एक्यूमलेट किए हैं, दशकों में, यानि कि आरबीआई की पूरी रिजर्व पूंजी का 40 प्रतिशत एक ही बार में प्रहार करके हड़प लिया जाए, मात्र ये उद्देश्य है सरकार की इस प्रक्रिया का।

अब उस उद्देश्य को कैसे घुमा फिरा कर, लुके-छिपे प्राप्त किया जाए, इसके पीछे पूरी कहानी है। इतने वर्षों से चुप रहे, अब अपने कार्यकाल के पाँचवे वर्ष में अचानक इनको याद आया कि ये जो राशि होती है जिसे कंटिजेंसी रिजर्व कहते हैं, इसका प्रतिशत कम कैसे किया जाए। तो कृपया पहला प्रश्न ये है कि इतने वर्षों में पहले आपको याद नहीं आया और आपको अब याद आया, क्या इसलिए कि आप अपने पूंजीपति मित्रों को चुनाव के लिए, अनैतिक, अवैध, सोप्स (sops) के लिए, एक झूठी लोकप्रियता पाने के लिए कर रहे हैं, रुपए का ढूंढगान कर रहे हैं कि कहीं से मिल जाए। ये सीधी तरह से भ्रष्टाचार का एक दूसरा पहलू है, धोखाधड़ी है, हमारी संवैधानिक अस्मिता, संवैधानिक ढांचे के विरुद्ध है और आज तक इस प्रकार का किसी सरकार ने 70 वर्ष में प्रयास नहीं किया। इसको कैसे किया जाए, तो पहले जब आपके जर्नलिस्ट ने, आपके अखबारों में ये रिपोर्ट आ रही थी कि इस प्रकार का उद्देश्य है, तो चुप्पी साध ली माननीय प्रधानमंत्री ने, सरकार ने, माननीय वित्त मंत्री ने। ये बात आपके अखबारों में पिछले एक महीने से चल रही है और कोई जवाब नहीं।

नंबर दो, इस षडयंत्र को कार्याविंत करने के लिए बाध्य किया गया वरिष्ठ ब्यूरोक्रेट को कि वो आपको झूठे वक्तव्य, बेमानी वक्तव्य, गुमराह करने वाले वक्तव्य दें। उनमें से एक वक्तव्य है 9 नवंबर का, सेक्रेटरी डीईए (Secretary Department of Economic Affairs, Ministry of Finance) का, ‘Only proposal under discussion is to fix appropriate economic capital framework of RBI’ ये शब्द हैं, Fix appropriate economic capital framework, ये शब्द बड़े रोचक हैं। इसका मतलब क्या है, ये हमारा दूसरा प्रश्न है, सरकार से आपके जरिए। इसका मतलब क्या है, इसका मतलब वही है, जो आप जर्नलिस्ट सार्वजनिक रुप से एक महीने से लिख रहे हैं कि मुझे साढ़े तीन लाख करोड़ किसी तरह से दे दो और अब उसको लेने का एक और तरीका अपनाया गया है। एक लुका-छुपा दूसरा तरीका जो पहले ये नहीं कर पाए, अब वो करना चाहते हैं। जिसको आपने कहा कि कंटिजेंसी रिजर्व है, अगर आप उसके प्रतिशत को कम करेंगे और घटाएंगे तो रुपया कौन लेगा, सरकार लेगी क्या? अब आपको ये मालूम है कि ये 12 से 8 से होते-होते 6 प्रतिशत पर है। रिजर्व बैंक का कंटिजेंसी रिजर्व आज 6 प्रतिशत है। आज 6 प्रतिशत रिजर्व को आप और कम करना चाहते हैं और वो और कम करने की प्रक्रिया आप पांचवे साल में करना चाहते हैं। इतने वक्त तक आपको ध्यान नहीं आया, चुनाव से पहले ध्यान आया।

इसका एक और कारण है, एक कारण तो है चुनावी सॉप्स (sops) देना अनैतिक अवैध। इसका दूसरा कारण है, अपने पूंजीपति मित्रों से प्यार, इसलिए जब चुनावी मौसम है तो आरबीआई की तिजोरी पर प्रहार। ‘पूंजीपति मित्रों से प्यार और आरबीआई की तिजोरी पर प्रहार’।

लेकिन तीसरा उद्देश्य है कि नोटबंदी के कारण जो आरबीआई सरकार को हर साल रुपया देता है, जिसको आप अमाउंट कह सकते हैं, डिविडेंट कह सकते हैं या रुपया कह सकते हैं, वो पिछले वर्ष 65,876 करोड़ था। नोटबंदी के कारण, नोटबंदी के भार से, नोटबंदी के तुरंत बाद वाले साल में यानि 2017-18 में ये राशि 65,000 करोड़ से घटकर 30,000 करोड़ हो गई। आप समझिए, आपने नोटबंदी की, आपने राजनैतिक जिद्द दिखाई, आप दुनिया में एक ही व्यक्ति हैं जो मानते हैं कि नोटबंदी का निर्णय सही है। आपने अपनी 56 इंच छाती का भाषण दिया, उससे 65,000 करोड़ का वार्षिक प्रोफिट आरबीआई का, वो गिरकर 30,000 करोड़ हो गया, जो वार्षिक राशि, पूंजी आरबीआई आपको देता है। जब ये आधी हो गई तो कोई तरीका निकालना है आपको कि कहीं से इसकी भरपाई करो, कहीं से इसको पूरा करो तो पूरा करके ये येन-केन प्रकारेण, उसके तौर-तरीके निकाले गए, ये बड़े अच्छे-अच्छे शब्द निकाले गए और आपसे नहीं कहलवाया, कहलवाया गया ब्यूरोक्रेट से। ‘Only proposal under discussion is to fix appropriate economic capital framework of RBI’ कृपया बताएं माननीय प्रधानमंत्री economic capital framework क्या होता है, कृपया ये बताएं कि ये 12 प्रतिशत से आज 6 प्रतिशत है। 6 प्रतिशत एक प्रकार से विश्वभर में न्यूनतम माना जाता है। 6 प्रतिशत वो है, जिसको आप कह सकते हैं कि ये आपातकाल की निधी है, कभी एमरजेंसी हो, तो जो पूंजी बची है, रिजर्व में, आरबीआई की, उसको आप 6 प्रतिशत से और कम करना चाहते हैं। अब इसके बारे में माननीय सेक्रेट्री साहब डिसक्शन करना चाहते हैं, आरबीआई से। चुनाव के कुछ महीने पहले, लगभग 3-4 महीने में मॉडल कोड ऑफ कंडक्ट लगने से पहले। इसके कारण, उद्देश्य सिर्फ केवल ये तीन हो सकते हैं और ये आपको इस सरकार की नीति, सोच, चाल, चरित्र और चेहरा सब स्पष्ट रुप से दिखाती है।

प्रधानमंत्री द्वारा एक जनसभा में नोटबंदी को लेकर दिए एक विवादस्पद बयान पर पूछे एक प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि कभी-कभी भद्दी टिप्पणियों का जवाब देने की आवश्यकता नहीं होती, लेकिन मैं थोड़े व्यापकता से और विस्तार से इसलिए जवाब दे रहा हूं, क्योंकि इतने बड़े उच्च स्तर पर, संवैधानिक उच्च स्तर पर आसीन प्रधानमंत्री ने वक्तव्य दिया है, नहीं तो ये इतना भद्दा वक्तव्य है कि बिल्कुल जवाब देने लायक नहीं है और भद्दा क्यों है? ये भद्दा इसलिए है कि उल्टा चोर कोतवाल को डांटे, चोरी खुद करो, उसके बाद सीधा सीनाजोरी करो, ये उसका उदाहरण है। मैं आपके सामने स्पष्ट कहना चाहता हूं कि झूठ के पांव नहीं होते और आज आप झूठ के शहंशाह से एक बहुत बड़ा झूठ सुन रहे हैं। नोटबंदी की बात की, नोटबंदी के द्वारा आपने अर्थव्यवस्था को तहस-नहस कर दिया। इतिहास में इतना बड़ा बलंडर भारत में किसी ने कभी नहीं किया, नोटबंदी के विषय में पूरे विश्व में एक आपके सिवाए कोई इसका समर्थन नहीं करता। आप खुद नोटबंदी की दूसरी बरसी मनाने से डर रहे हैं। आपकी सरकार का कोई मंत्री उसका समर्थन नहीं कर पा रहा है। उससे ना आपको कालाधन मिला, ना नकली नोट पकड़े गए, ना नक्सलवाद खत्म हुआ, ना आतंकवाद खत्म हुआ, उससे 120 लोग मारे गए, अर्थव्यव्यस्था को न्यूनतम डेढ़ प्रतिशत नुकसान हुआ, 3 लाख करोड़ एक न्यूनत फिगर मानते हैं इस नुकसान का और प्रधानमंत्री हमको बता रहे हैं और नोटबंदी को किससे लिंक कर रहे हैं। मैं बताना चाहता हूं, माननीय प्रधानमंत्री को कि कांग्रेस पार्टी, पार्टी नहीं, कांग्रेस अभियान है, जिसके विरुद्ध झूठे केसिस के हम बहुत आदी है, ब्रिटिश समय से, ब्रिटेन ने इस देश में झूठे केसिस लगा-लगा कर ही कांग्रेस पर शासन करने का प्रयत्न किया था। तो अगर हम इस गीदड़ भभकी से डरने लगे तो अपने इतिहास को भूला देंगे। आपका कोई इतिहास नहीं था उस वक्त और जिस प्रकार से हम तब ब्रिटिश सरकार से नहीं डरे, आज हम ब्रिटिश सरकार की प्रतिशोध वाली राजनीति करने वाली बीजेपी से भी नहीं डरते हैं और ये लिंक कर रहे हैं नोटबंदी, जो इतना बड़ा डिजास्टर था इस देश के लिए, ‘मैन मेड डिसास्टर्स, मोदी मेड डिसास्टर्स’। नेचुरल डिसास्टर्स पर तो आपका कंट्रोल नहीं होता, उसकी दुहाई दे रहे हैं और हमारे केसिस की बात कर रहे हैं। सच्चाई ये है कि नोटबंदी के काले कारनामों और घोटालों को छुपाने के लिए ये सब आपको वक्तव्य मिल रहे हैं। वो क्या काले कारनामे थे, आप जानते हैं। उसका जवाब आजतक प्रधानमंत्री नहीं देते हैं, छत्तीसगढ़ में जवाबदेही मांगते हैं, नेशनल हेराल्ड केस की, माननीय प्रधानमंत्री जी आज 2 साल हो गए, आपने जवाब दिया? कॉपरेटिव बैंकस में क्या हुआ था, नोटबंदी के बाद? आपने ये जवाब दिया कि अचानक कुछ सुरक्षित अकाउंट में एक दिन पहले, तीन घंटे पहले, आधे घंटे पहले लाखों-करोड़ रुपए कहाँ से प्रकट हो गए और क्यों वो अकाउंट सिर्फ कुछ ही लोगों से संबंधित थे, जो इस देश में कुछ ज्यादा हक और अधिकार क्षेत्र रखते हैं? इन सबका जवाब नहीं देंगे, राजनीतिक प्रतिशोध से प्रेरित कुछ केसिस का नाम लेकर अगर आप समझते हैं कि गीदड़ भभकियों से हमें डराएंगे, तो आप हमारे इतिहास को नहीं जानते, हमारी पहचान नहीं है आपको।

तो इस प्रकार से घोड़े को पीछे रखना और कैरेज को आगे रखना मैंने सुना नहीं कहीं भी। इसमें आपको बहुत सारी और चीजें मिलेंगी, जिसका खुलासा हम करेंगे, लेकिन आज प्राथमिक रुप से भी देखने में स्पष्ट है कि ये जवाब नहीं है, ये गोल-मटोल घूम-फिर के, घुमाने की, बरगलाने की वही प्रक्रिया है, जो पिछले वर्ष से आप देख रहे हैं और इसका सीधा कारण यही है कि उत्तर है नहीं तो उत्तर कहाँ से देंगे आप।

On the reaction of the Congress Party on CVC giving reply in a sealed cover and the Government has apologised to the Court today, Dr. Singhvi said उस पर आज टिप्पणी करना उपयुक्त इसलिए नहीं होगा क्योंकि करीब-करीब 7 मिनट कोर्ट में चला मामला पूरा और 4 दिन बाद 16 तारीख को लगाया है। तो ये इसलिए हुआ कि सरकार ने माफी मांगी है कोर्ट से कि हमने आपको सील लिफाफा देने में विलंब किया और इसलिए, नहीं तो इस पर आज ही निर्णय होता, कुछ ना कुछ निर्णय, आदेश होता, लेकिन आज निर्णय और आदेश करना संभव नहीं था क्योंकि इसके लिए जो सील लिफाफा है उसको खोलना, देखना, पढ़ना, अवलोकन करना आवश्यक है, इसलिए 4 दिन बाद मामला आ रहा है, उसके बाद टिप्पणी करना उपयुक्त होगा।

एक अन्य प्रश्न पर कि रेल मंत्रालय 14 नवंबर से श्री रामायण एक्सप्रेस की शुरुआत करने जा रहा है, क्या कहेंगे, डॉ. सिंघवी ने कहा कि हमें कोई आपत्ति भी नहीं है, हमें बल्कि हर्ष है कि आम आदमी को ट्रेन में सुविधाएं मिलें। लेकिन हमें दुख एक बात का है कि क्या आपने उतना ही ध्यान इस ट्रेन के नामकरण के अलावा इस ट्रेन के फैसिलिटी में दिया या नहीं, क्या ये ट्रेन पुरानी है इसका नाम नया है? इतने लंबे के सफर के लिए कुछ सुविधाएं ज्यादा बढ़ी हैं? दूसरा, क्या अगर इस नामकरण से आप थोड़ा रोजगार दें दें, तो हम बहुत ज्यादा हर्षित होंगे, इस नामकरण से हमारी जीडीपी में थोड़ी वृद्धि करवा देंगे, तो हम बहुत ज्यादा हर्षित होंगे, भगवान राम भी इससे बहुत ज्यादा हर्षित होते। वो नामकरण से हर्षित नहीं होते, वो रोजगार से होते, उस ट्रेन पर साफ सुथरी सुविधाओं से होते हैं। मैं आपको आश्वस्त कर सकता हूं कि रेल मंत्री से अगर आप पूछे कि नाम के अलावा क्या बदला उस ट्रेन मे तो कुछ नहीं बता पाएंगे वो।

एक प्रसिद्ध इतिहासकार द्वारा शहरों के नाम बदलने की तर्ज पर भाजपा अध्यक्ष अमित शाह को अपना नाम ‘शाह’ (पारसी शब्द) भी बदलने के सुझाव पर पूछे एक अन्य प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि ये कोई नहीं कह रहा है, सिवाए बीजेपी के। जिन लोगों ने कहा है वो व्यंग्य कर रहे हैं। जब आप गलत काम करते हैं तो मेरा हक होता है उस पर व्यंग्य करने का, तो ये व्यंग्य है और बिल्कुल सही है। आज आपने भारत की अस्मिता को समझते हैं, ना इसकी पहचान को समझते हैं, ना इसके व्यक्तित्व को समझते हैं, ना इसकी परिभाषा को समझते हैं। आज मैं 500 साल का इतिहास बदलूंगा, कल आप उसके पिछले 500 साल का इतिहास को बदल कर मेरे इतिहास को बदल दीजिएगा। उसके बाद जो तीसरा आदमी आएगा वो उसके पिछले हजार वर्ष का इतिहास बदलेगा और उसके बाद चौथा आदमी आएगा वो प्राचीन भारत के ढाई हजार वर्ष के पुराने इतिहास को बदलेगा और उस सबको थोपेगा आज के इतिहास पर। अगर इससे आप रोजगार दे सकें, जीडीपी वृद्धि दे सकें, खुशहाली दें सकें, दुराव कम कर सकें, विभाजन कम कर सकें, देश को आगे ले जा सकें, तो हम आपको इस सबकी भी अनुमति देते हैं। 

मनोज तिवारी के दिए विवादस्पद बयान पर पूछे एक अन्य प्रश्न के उत्तर में डॉ. सिंघवी ने कहा कि इस प्रकार के भद्दे कमेंट मैं समझता हूं और बोलने चाहिएं, और इन्हें प्रसारित कीजिए आप। अगर मैं उनके स्तर पर गिर गया तो मेरे और उनमें फर्क क्या है? स्पष्ट है कि अगर उनके पास कोई भी मुद्दे की बात होती, तो आपसे करते। भद्दी बात वो करता है, जिसके पास मुद्दे की बात ही नहीं हो। चाहे वे प्रधानमंत्री हो, चाहे वो नीचे का कार्यकर्ता हो, तो इससे तो हमने बीजेपी की पूरी एक लाईन देख ली, पूरी पहचान देख ली।
