प्रधानमंत्री मोदीजी मौन व्रत धारण करे बैठे हुए है, बैठे रहिये,
पर देश अब प्रधानमंत्री मोदीजी से केवल दो शब्दों की अपेक्षा रखता  है –  ‘अब बस‘ !

डॉ. अभिषेक मनु सिंघवी पत्रकारों को संबोधित करते हुए कहा कि मोदी जी का नया नारा है- ‘भाजपा से बेटी बचाओ।’ प्रधानमंत्री मोदी जी मौन व्रत धारण करके बैठे हुए हैं, तो बैठे रहीए, परंतु देश अब प्रधानमंत्री मोदी जी से केवल दो शब्दों की अपेक्षा करता है, अब बस, अब बहुत हो गया। कल ठीक रात्रि के बीच में जब पूरा देश सो रहा था, तब पूरा देश एक साथ जाग भी उठा और वो किसी राजनैतिक कारण से नहीं, लेकिन अंदर के आक्रोश, अंदर के दर्द, अंदर की पीड़ा के कारण और श्री राहुल गाँधी जी का भी उद्देश्य उस रात्रि वाले अभियान में सिर्फ एक था कि हमें आज अपनी आत्मा को जागरुक करना है, महिलाओं के विषय में, लेकिन विशेष रुप से इस विषय में कि किस क्रूरता से ये एक घटना घटी है कि विश्वास नहीं होता कि ये हमारा भारत है।

जब इतनी दर्दनाक पीड़ा वाली चीज हुई है तो स्वाभाविक है कई प्रश्न उठना। कहाँ हैं वे सभी प्रखर, मुखर, बहुत जबरदस्त क्षमता वाली महिलाएँ, बीजेपी की महिलाएँ, बीजेपी की लीडर, बीजेपी की सभी लीडर लेकिन विशेष रुप से बीजेपी की महिला लीडर। कहाँ हैं उनके ट्विट, कहाँ उनके मुखर, प्रखर वक्तव्य? कहाँ हैं उनका गुस्सा, कहाँ हैं उनके स्टेटमेंट, कहाँ हैं उनकी टी.वी. बाईट?  मैं जानता हूं तो काफी उकसाने के बाद कई दिनों के बाद एक प्रवक्ता का वक्तव्य आया है, वो अपने आपमें बड़ा रोचक है। लेकिन कहाँ हैं स्मृति ईरानी जी, कहाँ हैं सुषमा स्वराज जी,कहाँ हैं इतने ज्यादा उनके महिला लीडर?

अब मैं उनके महिला लीडर के कुछ वक्तव्य पढ़ना चाहता हूं। उसकी तारीख मैं पढ़ने के बाद दूंगा। एक वक्तव्य है- Dr. Singhvi quoted “Wonder why the Prime Minister can address the Nation on FDI but not on the challenge which the Nation faces with regard to women safety. Guess FDI is more important than rape.” ये वक्तव्य है माननीय मंत्री महोदय स्मृति ईरानी जी का, इसकी तारीख है, 23दिसंबर, 2012, पौने 6 बजे शाम को।

माननीय सुषमा स्वराज की का वक्तव्य पढ़ लूं मैं, “BJP women MPs to sit on ‘Dharna’ for before Parliament House at 10.00 am tomorrow demanding action against culprits of Dhaula Kuan rape case” – November 2010. In Feb 2011 “I want death sentence in all cases of rape and murder and all cases of kidnapping, abduction and murder. Please retweet and support my call. …

मैं हूबहू उनके शब्दों का प्रयोग कर रहा हूं, quote, un-quote ये भी सुषमा स्वराज जी का है। अंत में एक और सुषमा स्वराज जी का वक्तव्य है “Delhi child rape case has shown that perversity and citizen is common to these criminals.” – April 11, 2013.

और कुछ नहीं तो कुछ घडियाली आँसू तो बहा देने चाहिएँ और कुछ नहीं तो कुछ स्पष्टीकरण, कुछ जस्टिफिकेशन, कुछ वक्तव्य तो आ जाना चाहिए था। क्या इतना भय है, इस सरकार का और इस पार्टी का, सत्तारुढ़ पार्टी का उन्हीं कार्यकर्ताओं के अंदर कि वक्तव्य देने के बाद और पहले बहुत सोचना पड़ता है?  अब कुछ आंकड़ो को देख लें और ये आंकड़ो सिर्फ आंकड़ों के तौर पर नहीं दे रहा हूं मैं, लेकिन जो वृद्धि हुई है, वो अति आवश्यक है समझना। मैं आपको चार्ट दूंगा और जो वक्तव्य हैं वो भी दूंगा।

2016, 2013 और 2015, के बीच में क्या वृद्धि हुई है। कि kidnapping and abduction of women ये फिरौती की घटनाएँ जो हैं, 51,881 से लेकर, 65,519 हुए हैं, इन दो-ढांई वर्ष के कार्यकाल में ही, 2013 के बीच से लेकर 2016 तक, 3 वर्षों में। Assault With Intent to Outrage modesty 70,000 से लेकर 84,000, मैं एग्जेक्ट आंकड़ा नहीं दे रहा हूं, 70,739 से 84,746, Human trafficking लगभग 4,000 से लेकर 8,132, ये सिर्फ महिलाओं के विषय में बात कर रहा हूं मैं अभी और ये सरकारी आंकड़े हैं, मेरे नहीं। Crime against children 58,234, 58,000 लेकर 1 लाख 6हजार 958, अब विशेष रुप से आप रेप के विषय में देखें, हमारे पास 4 एक प्रतिकात्मक रुप से 4 क्षेत्रों के आंकड़े दे रहा हूं। दिल्ली 2013 से 2016में लगभग 14 प्रतिशत की वृद्धि हुई है। 1,893 से लेकर 2,155, महाराष्ट्र में 36 प्रतिशत वृद्धि हुई है। एक तिहाई से ज्यादा वृद्धि हुई है और वो आंकड़े हैं 3,063 से लेकर 4,816, मध्यप्रदेश में 4,335 से लेकर 4,882 यानि साढ़े 11 प्रतिशत और छत्तिसगढ़ में 171 प्रतिशत वृद्धि, 17 प्रतिशत नहीं, 171 प्रतिशत। 1,141 से लेकर 3,094 यानि ड़बल से  भी ज्यादा।

मैं सिर्फ आंकड़ो की भी बात नहीं करना चाहता, ना वक्तव्यों की। मूल बात है कि किस प्रकार की चीजें हो रही हैं। उन्नाव कोई आम घटना नहीं है, रेप के स्टेंडर्ड से भी, मृत्यु के स्टेंडर्ड से भी। कठुआ कोई ऐसी घटना नहीं है, जिसे आप सिर्फ बलात्कार ही कह सकते हैं। इतनी भयानक,ऐसी घटना मैं समझता हूं कि हर भारतवासी का सर पूरी तरह से लज्जा से झुक गया हो। आज अगर इस देश में आपसी वैमनस्य फैलाकर,आपसी में एक दुराव पैदा करके, हर चीज को धार्मिक शब्दों, धार्मिक परिभाषाओं में देखना शुरु किया है तो किसने किया है, ये प्रश्न आप किसी से पूछ लीजिए? हर पार्टियों में त्रृटियाँ होती हैं, लेकिन अगर दरारें बनाई हैं, विभाजन किया है सोच में, मतभेद को मनभेद बनाया तो वो पार्टी एक ही है इस देश में, बीजेपी।

मुझे दुख हुआ, मुझे सिर्फ अचम्भा नहीं हुआ, दुख हुआ कि इतनी चुप्पी के बाद जब एक बीजेपी की महिला लीडर ने काफी दिनों के बाद एक वक्तव्य दिया तो उसमें भी इस प्रकार की चीजें हैं, जिनको आप धार्मिक क्लेरिफिकेशन कह सकते हैं, किसी विषय में उन्नाव और कठुआ के विषय में। उन्होंने हमें बताया कि ऐसे क्राईम तो 1984 में भी हुए थे, तब लोग चुप क्यों बैठे थे? क्या ये उत्तर उन्नाव और कठुआ के परिपेक्ष्य में और संदर्भ में सही है, एक प्रवक्ता द्वारा? क्या इस प्रकार की बातें सत्तारुढ़ पार्टी मोदी जी की सरकार कर सकती है?

मैं अपने शब्द नहीं कह रहा हूं,  “Crimes were committed against women in 1984 riots but no candle light march was led on that issue. ….

क्या कुतर्क है, तर्क है? और उसके बाद ये कहना कि मैं बहुत दुख के साथ quote करना आवश्यक समझता हूं क्योंकि सच्चाई सिर्फ दुख करके नहीं छुप सकतीहै। “You see the plan – first they shout minority-minority – then dalit – dalit and now women-women. ये आज का वक्तव्य है। मतलब कठुआ और उन्नाव जैसी चीजों को धार्मिक परिपेक्ष्य में देखा जा रहा है। वर्गों के कम्यूनिटी के परिपेक्ष्य में देखा जा रहा है। जब आपकी सोच ऐसी है तो सुधार कहाँ से आएगा?

हम ये पहले भी कह चुके हैं, वापस कह रहे हैं, दो मंत्री महोदय हैं, जिनके नाम आप जानते हैं, हमने पहले भी कहा है, जिन्होंने इन बलात्कारियों के समर्थन में स्लोगन उठाए और obstruction किया, तुरंत इस्तीफा होना चाहिए, सस्पेंशन होना चाहिए। जांच तो बाद की बात है। आज उच्चत्तम न्यायालय ने भी अपना मत प्रकट किया है, कि कैसे हो सकता है, कभी हुआ है कि पुलिस चार्जशीट फाईल करना चाह रही है और वकीलों का समुदाय कहता है कि आप चार्जशीट फाईल नहीं कर सकते हैं, अचरज की बात है। आप ये कह सकते हैं कि गलत है, सही है, कुटिल है, कन्फ्यूजन है, वो अलग बात है लेकिन आप चार्जशीट फाईल नहीं करेंगे, उसके लिए obstruction किया है। आज आसिफा और उन्नाव दो ऐसे भयानक शब्द हो गए हैं और इनके लिए हम जवाबदेही मांगते हैं, जवाब मांगते हैं सरकार का। मोदी जी की चुप्पी से जवाब मांगते हैं और जवाब के लिए कुछ सवाल हैं।

पहला कि क्या ये सही नहीं है कि कूलदीप सेंगर को किसी रुप में कस्टडी में ना लिया गया और ना लिया जाता अगर इलाहाबाद उच्च न्यायालय के द्वारा बहुत कड़े शब्दों का प्रयोग नहीं किया गया होता। ये सीधा प्रश्न है। अजय बिष्ट की सरकार जो वहाँ हैं, उसने क्यों बिष्ट सरकार ने क्यों इलाहाबाद उच्च न्यायालय कोर्ट की टिप्प्णी से पहले तुरंत गिरफ्तार नहीं किया और ये कौन सा तुक है कि पहले आप सरेंडर करो फिर आप सीबीआई जांच करेंगे। आपने पहले सुना है कि जब तक अभियुक्त सरेंडर नहीं करेगा, सीबीआई जांच नहीं करेगी, ये भी मांग हुई है उत्तर प्रदेश में।

दूसरा, जब कांग्रेस अध्यक्ष राहुल गाँधी जी रात्रि में कैंडिल मार्च पर जाते हैं तो हर प्रकार की टिप्पणियाँ शुरु होती है। आप सरकार में हैं,सत्तारुढ़ पार्टी हो, राहुल गाँधी जी अभियान करें या ना करें, आपकी चुप्पी बंद क्यों नहीं हुई। माननीय प्रधानमंत्री जी इतने मुखर और प्रखर वक्ता हैं, वो क्यों नहीं बोले?

तीसरा, 3 महीने में आपके इस्तीफे क्यों नहीं मांगे, क्यों कोई निष्कर्ष नहीं मांगा और कोई ठोस कदम क्यों नहीं उठाया देश में, आसिफा के केस में, कठुआ के विषय में? 3 महीने में हमारे प्रधानमंत्री जी पूरा साल चुप्पी रहते हैं, कुछ मुद्दों पर और बाकि कुछ मुद्दों के लिए जबरदस्त वक्ता हैं। वहाँ की मुख्यमंत्री ने भी चुप्पी रही। ये स्ट्रेटेजिक चुप्पी है कि जब मर्जी बोल दो और वहाँ की मुख्यमंत्री ने 3 महीने तक चुप्पी रखी हुई हैं।

और आखिरी, आज अचानक मोदी सरकार बात कर रही है कि हम पॉस्को एक्ट को अमेंड करेंगे। आप जानते हैं The Protection of Children from Sexual Offences Act, POCSO आज सवा 4 वर्ष के बाद आपको याद आया POCSO अमेंड करना और अभी तो उसकी बात ही नहीं की,ना जनवरी से मार्च तक बात की, पहले इसकी बात नहीं की, इतनी बार अमेंड नहीं की छोटी, मोटी, ना लोकपाल का एक लाईन का अमेंड किया,ना POCSO की बात की पहले। मैं समझता हूं कि 3 व्यक्तियों के मुँह से पूरा देश इंतजार कर रहा है कुछ शब्द सुनने के लिए, वो तीन व्यक्ति हैं, माननीय प्रधानमंत्री, माननीय मुख्यमंत्री जम्मू-कश्मीर और माननीय मुख्यमंत्री उत्तर प्रदेश और वो शब्द स्पष्ट होने चाहिएं, वो शब्द व्यापक होने चाहिएं, वो शब्द सहानुभूतिपूर्ण होने चाहिएं। आज देश इंतजार कर रहा है।

एक प्रश्न पर डॉ. सिंघवी ने कहा कि आज उच्चत्तम न्यायालय ने नोटिस जारी किया है और कहा है मैं खुद कोर्ट में था कि डिस्ट्रीक बार एसोसियेशन और हाईकोर्ट बार एसोसियेशन किसी रुप से कोई ऐसी चीज नहीं करेगा कानूनी कार्यवाही में व्यवधान हो।

नंबर दो, कोई व्यक्ति हो, व्यक्ति  विशेष के कोई मायने नहीं, अगर कानून कार्यवाही और वो भी ऐसी भर्त्सना योग्य वारदात के विषय में कोई भी obstruct करता है और ये मैं नहीं कह रहा हूं, आप दोषी हैं, वो दोषी नहीं है, ये दोषी हैं, ये बात नहीं है। कोई भी obstruction पैदा करता है,तो मैं नहीं समझता कि कांग्रेस पार्टी किसी भी रुप में उसके समर्थन में खड़ी हो। मैं नहीं समझता कि उच्चतम न्यायालय के आज के आदेश के बाद कोई भी उच्चतम न्यायालय के साथ खड़ा है, बार एसोसियेशन हो, office-bearer हो, आम आदमी हो, सिटीजन हो।

एक अन्य प्रश्न कि Information Minister ने एक बयान दिया है कि कांग्रेस सत्ता पाने के लिए ऐसा कर रही है, डॉ. सिंघवी ने कहा किल अब आप देख सकते हैं कि घबराहट और बौखलाहट की लिमिट क्या हो सकती है। इससे 2 चीजें बड़ी स्पष्ट हैं। एक तो रेप के वक्त भी उनको सत्ता से मतलब है। माननीय मंत्री महोदय सिर्फ सत्ता की सोचती है, अरे मेरी कुर्सी बच जाए, सरकार चली जाएगी। बात हो रही है उन्नाव और कठुआ की और यहाँ बात हो रही है सीट की, कुर्सी की। दूसरा, इतना भयभीत हैं, क्या इस देश में आप में से सब व्यक्ति का, हर पार्टी का, हर पार्टी के लीडर का, हर राजनीति में सक्रिय व्यक्ति का हक नहीं है, अधिकार क्षेत्र नहीं है कि इसमें आप जबरदस्त आवाज उठाएं। वो आवाज को कहिए सत्ता लेना, सत्ता नहीं लेना, राजनैतिक या अराजनीतिक, मैं समझता हूं ये दुर्दशा है इस सरकार की, सत्तारुढ़ पार्टी की, अगर इस तरह के वक्तव्य आ रहे हैं।

क्या किसानों की व्यथा डी.डी. किसान चैनल ने दिखाई थी? आपका चाल, चेहरा, चरित्र, आपकी पार्टी का, आपके बाकि सहयोगी संस्थाओं का सिर्फ मीडिया मैनेजमेंट है। सच्चाई को ना दर्पण करना, ना दर्शाना, ना हल करना, ना किसी को दिखाने देना, सिर्फ मीडिया मैनेजमेंट करना जिसके लिए इंटरनेट तक बंद कर दिया। डी.डी. किसान चैनल ने कुछ दिखाया नहीं।

और जो आप मजाक बनाते हैं भारतीय नागरिकों और कृषकों का न्यायिक समिति बनाकर। मैं आपको याद दिलाना चाहता हूं कि किसी चीज से अगर ध्यान दूर करना है, वहाँ से ध्यान भटकाना है, कई न्यायिक कमीशन आपने पहले कई बार बनाए हैं, उनका हाल क्या हुआ है?

 2006 में दतिया में जबरदस्त दुर्घटना हुई थी, उसके लिए H.K Pandey न्यायिक समिति बनाई गई, आज 11 साल हो गए हैं, कोई रिपोर्ट H.K Pandey समिति की नहीं आई है। 2012 में AK-47 फाईरिंग हुई थी रायसेन के पास,माननीय सुषमा स्वराज की Constituency के पास, एक न्यायिक कमीशन बनाया गया, आज कर कोई रिपोर्ट नहीं देखी किसी ने। स्थगित करना झुठलाना बस। झबुआ में 90 लोगों की मृत्यु हुई, न्यायिक समिति बनी, लेकिन आज तक कोई रिपोर्ट नहीं बनी। तो हम ये पूछना चाहते हैं मोदी जी से कि इनकी सरकार ने कृषकों के विरुद्ध क्या कोई जंग छेड़ रखी है? मैं आपको कुछ आंकडें दूंगा।

 2014, 2015, में 12 हजार 360 कृषकों की मृत्यु, 12 हजार 602 और 2016 का आंकड़ा है- 14 हजार। ये ट्राँसलेट होता है 35 प्रतिदिन। ये सिर्फ 2-3 साल हैं इस सरकार के, जिनका मैं आपको बड़ा स्पष्ट विवरण दे रहा हूं।

 पृष्ठ 44 में entry पढ़ने का मैंने जिक्र किया लेकिन हालत ये है कि 50 प्रतिशत से ऊपर प्रोफिट पर आपने स्पष्ट कह दिया उच्चत्तम न्यायालय को कि हम नहीं कर पाएंगे। जो Procurement Price दी है आपने गेहूं और चावल की,जो 50 प्रतिशत से बहुत कम है, उसमें भी आप कम मात्रा प्रिक्योर कर रहे हैं यानि जितनी उपलब्ध है, जितनी करनी चाहिए हर वर्ष, आपके शासन काल में Procurement की मात्रा गिर रही है। उसके भी आंकडें हैं- गेहूं 288 मैट्रिक टन से 229 मैट्रिक टन, यानि 60 मैट्रिक टन कम हुआ है Procurement. प्राईस अलग बात है, Procurementकी, मात्रा भी कम हुई है। चावल में 342 से 304 हुआ है। 37 लाख मैट्रिक टन कम। जितनी भी स्कीम है, वो अलग बात है हमने शुरु की थी- नेशनल फूड सिक्योरिटी मिशन, राष्ट्रीय कृषि विकास योजना, National Horticulture Mission, Rainfed Area Development Programme, और इनकी पूरी सूची है हमारे पास। ये सब स्कीम करीब-करीब हमने शुरु की लेकिन 2014, 2015, 2016 और 2017 में हर वर्ष इनके ऊपर जो एक्च्वुअल खर्चा है वो कम हो रहा है। एक तो दूसरा आयाम ये है कि आप बजट में कटौती कर रहे हैं। जो बजट दे रहे हैं उसमें भी खर्चा कम हो रहा है। सब आंकड़े हैं।

नेशनल फूड सिक्योरिटी मिशन का उदाहरण लें तो लगभग आधा हो गया है, 1799 करोड़ से लेकर 998 करोड़ हो गया है, ये दयनीय स्थिति है इस सरकार की। जिस प्रदेश ने मांग की है, अकाल के आधार पर वहाँ या तो जीरो दिया गया है, या 7-8 गुना कम दिया गया है, मांग से। तमिलनाडु में 40 हजार करोड़ की मांग की गई, उनको मिला जीरो। आँध्रप्रदेश में 2 हजार 281, मिला क्या जीरो। कर्नाटक में लगभग 1/6 हिस्सा मिला, 8000 की तुलना में 1784 के लगभग।

 ये कैसा साथ है, क्या ये किसान का साथ है? ये कैसा विश्वास है, क्या किसान को आप पर विश्वास है? ये कैसा विकास हो रहा है, क्या किसानों की बढती हत्याएं, उस विकास की परिभाषा की बात कर रहे हैं आप? तो ना साथ है, ना विश्वास है ना हो रहा विकास है। किसान का दर्द पुराने शीर्षक में दिखता है- ‘किसान का दर्द है- आमदनी अठ्ठन्नी,खर्चा रुपया‘।

बात है किसान के उत्थान की और पिछले 24 घंटों में प्रधानमंत्री जी ने एक ट्वीट किया है, सिर्फ उत्तान मंडूकासन के बारे में, चुप्पी साध रखी है, किसानों की बदहाली पर, आत्महत्याओं पर, हत्याओं पर।

एक प्रश्न पर कि किसानों पर हुई फायरिंग को लेकर भाजपा का बयान आया है कि ये सब कांग्रेस ने करवाया है और दूसरी तरफ भाजपा प्रवक्ता ने दिल्ली में कहा है कि कांग्रेस के हाथ में कोई दम नहीं है, श्री सिंघवी ने कहा कि जहाँ तक कांग्रेस के करवाने का सवाल है, ये अगर इतना दर्दनाक वाक्या नहीं होता तो बड़ी मजाक करने वाली बात होती। ये बात उनके खुद के गृहमंत्री साहब ने मानी है कि ये फायरिंग पुलिस ने करवाई है। जहाँ तक हमें मालूम है मध्यप्रदेश का शासन कांग्रेस नहीं चलाता। तो इस प्रकार के मजाकिया वक्तव्य आते हैं, गोलियों के ऊपर, फायरिंग के ऊपर, मृत्यु के ऊपर, ये उनका अपमान करते हैं। ये अंसवेदनशीलता दर्शाते हैं सरकार की। दूसरा आपने पूछा तो हम कहेंगे कि इतना ज्यादा अहंकार 3 साल में कहाँ से आ गया कि हाथ में कोई दम नहीं है? जब उसी हाथ से आपको राजनीतिक चपत लगी थी 10 वर्ष तक केन्द्र सरकार में, आपको तो 3 वर्ष ही हुए हैं। 30 प्रादेशिक चुनावों में उसी दौरान, तब आप हारे और हम जीते थे। तो हम समझते हैं कि अहंकार की भी एक सीमा होनी चाहिए और एक संतुलन होना चाहिए।

 एक प्रश्न पर कि प्रधानमंत्री जी ने कैबिनेट बैठक के बाद एक बैठक बुलाई थी, इस पर, श्री सिंघवी ने कहा कि कहाँ अंदर बैठते हैं, कब बैठते हैं, क्या बैठक लेते हैं, उस पर हम क्या टिप्पणी करें। हम तो जमीनी सच, नीतिगत सच या परिवर्तन सच पर टिप्पणी कर सकते हैं। क्या कोई कोई परिवर्तन जमीन पर देखा, हमने कुछ नहीं देखा, ना तमिलनाडु में, ना महाराष्ट्र में और ना मंदसौर में। जहाँ तक कोई नीति, ऐसी घोषणा सुनी आपने, वो ये हैं कि यहाँ फायरिंग ही नहीं हुई, फायरिंग कांग्रेस ने करवाई, राहुल गाँधी जी आंदोलन में भाग लेने जा रहे थे, तो मैं किस पर टिप्पणी करुं। आपका प्रश्न है वो पूछा जाना चाहिए संवेदनशील ऐसी सरकारों से जिनका एक तालमेल है अपनी जनता-जनार्दन से प्रश्नों के साथ, एक संवेदनशील संबंध है। यहाँ इस प्रकार के अपमान से भरे बयान मैं सुन रहा हूं सरकार से कि इस्तीफा तो दूर एक राहत मिल जाए, कोई हल मिल जाए तो बहुत बड़ी बात है। जो आत्म मुग्धता से मदमस्त सरकार होती है सत्ता अहंकार से, जो बहाने बनाती है, जो हर चीज में सस्ती राजनीति देखती है, फोटो ऑपौर्चुनीटि की बात करती है, इंटरनेट बंद करती है, लोगों को जाने से मना करती है, अगर पत्ता हिलता है तो कहती है कांग्रेस ने हवा चलाई है। इस्तीफा वहाँ दिया होता है जहाँ कुछ शर्म होती है, आत्मसम्मान होता है, लेकिन यहाँ ऐसी कोई चीज नहीं है।

What was sad and sorry was not merely the terrible deaths and opening of fire in Mandsaur. As you know 6 farmers lost their lives, 8 others have been injured but what was particularly insulting and sad was the complete denial, ostrich in the sand like denial and if it was not tragic it would be amusing, the denial was that there was no firing at all. For a long time we got a denial, there is no firing at all as if there was firing from the sky or automatic firing from the ground but ultimately even the Home Minister of Madhya Pradesh accepts that the authorities – the Police – did fire on the farmers although I repeat, sadly and insultingly there was denial first.

Shri Rahul Gandhi wanted to go and express solidarity with the bereaved but was denied permission and instead a canard and rumours were spread. Former Member of Parliament Ms. Meenakshi Natarajan was arrested. All this is not just limited to Mandsaur.

One of the largest agricultural State, Maharashtra has been virtually on strike for over five days rather touching a week. Have you ever heard of internet being stopped outside Kashmir violence? I want to ask you how many times internet has been disconnected. I have never heard of internet disconnected for farmers’ protest. That is what this Government is doing.

The Government is not looking at their demands, it is turning a deaf ear, it is not giving a healing touch. On top of that, it is throttling their voice. It is preventing communication. Take any criterion – adequate ‘Fair Price for their crops’, ‘Doubling their farm income’,’ Fasal Bima Yojana’ – none of them have come true. And you have to see it in the context that demonetization – most and foremost – hit the farmers. It hit everybody but it hit the farmers the most. It reduced their incomes by 50% minimum – some people estimate it to be at 70%. They were forced to destroy the produce in their fields and throw them on road. This you are still seeing in parts of Maharashtra.

Maharashtra incidentally tops the list of farmers’ suicides. In 2015, the astonishing number of 4291 suicides in Maharahstra – roughly 12 per day, Madhya Pradesh – yesterday’s place of incident – had 1290 farmers’ suicides annually – roughly 4 per day. Of course, the All India average is extremely sorry figure – 35 farmers’ suicides per day.

To add insult to injury, to insult the intelligence of farmers and to insult the public of India, the Central Government, today releases two page advertisements in all the Newspapers and it is really like turning the knife in the wound, repeatedly. It claims these are benefits we have brought in three years and similar ads are released in Madhya Pradesh Newspapers ironically just below the reporting of this terrible incident of Mandsaur firing. It is depictive of the most insensitive Government approach.

We want to ask the Prime Minister many questions but I will limit it to two or three.

First – why has the Prime Minister, yet 24 hours or 36 hours after the tragedy – not said a word about the terrible tragedy in Mandsaur.

Second – this lot of ‘Hoopla’ and ‘Hullah-Gullah’ about starting ‘Kisan DD Channel’. Mr. Prime Minister – did the ‘Kisan DD Channel’ or ‘DD Kisan Channel’ show this Mandsaur incident?

Third – Mr. Prime Minister in case you have forgotten – there is small little booklet which you proudly called ‘BJP Manifesto’, at ‘Page 44 of your own BJP Manifesto’ – in case you have forgotten – where you have made a solemn promise that we give MSP + 50% profit. It is written in black and white in your Manifesto.

On MSP your same Government, shortly after winning the election on this Manifesto, made a statement on Affidavit in the Hon’ble Supreme Court that it is not possible to give this price.

Mr. Prime Minister, Mr. BJP you have forgotten the word ‘Agriculture’ in your craze for anti-Congress culture. That is the only culture you remember. The ‘NAMO Policy’ apparently stands for ‘NAMO’ – No Agriculture-Mal-Governance only’.

This agitation is not limited to Mandsaur – it has spread from Mandsaur to Dewas because you cannot fodder a spontaneous agitation but more than that you cannot throttle pain which is genuine – from Mandsaur to Dewas, from Dewas to Ratlam, Dhar, Neemuch – many Districts.

Dr. Singhvi further said that this cold-blooded murder, attempt and murder of farmers yesterday come from the same State which has become famous for VYAPAM which affected 77 lakh lives and took over 50 deaths in that scam.

Dr. Singhvi said the farmers have not been killed only by bullets but they have been killed and they have been lynched and they have been shamed by pages upon pages of lies published in Government advertisements. This is one of the most pitiable situations and I conclude on three points –

Ground reality of facts and figures which we have given you in Booklet which has been circulated and otherwise also you have, on any of the four or five parameters is distressing.
Physical mal-treatment of which you have seen the worst example yesterday in Mandsaur.
Complete abdication of promises including written promises in written Manifesto.
Continuing eloquent silence, imperious, arrogant, eloquent silence of the Hon’ble Prime Minister.

On the question that BJP is saying that the Congress Party is only looking for Photo-Opportunity, Dr. Singhvi said I think this kind of cheap insensitive political statement ought not to be dignified by a reply. We do not give these kind of cheap political statements like BJP in the context of such deaths of poor farmers struggling or which they are thinking of, did it make for a very nice photo opportunity to see these deaths and firing. Attend to your own photo opportunity within your own State first.

He further said that he has no doubt that the thick-skinned political management and dispensation we have in BJP-ruled States completely insensitive, completely thick-skinned, and completely uncaring- these kinds of demands are worse than water off a duck’s back.

The resignations you are talking happen when there is self-respect. When there is a feeling of empathy, even merely some sympathy – none of these adjectives apply to the BJP-ruled State Governments insensitive administration.

महाराष्ट्र एक समृद्ध प्रदेश माना जाता है कृषि क्षेत्र में भी और औद्योगिक क्षेत्र में भी। महाराष्ट्र में आजकल हजारों लीटर दूध फेंका जा रहा है, फल और सब्जियाँ फेंकी जा रही है,  लाखों की तादात में कृषक बाहर निकल कर प्रदर्शन कर रहे हैं और आप कह रहे हैं कि कांग्रेस कर रही है। ये अपमान है इस देश के किसान का, खासतौर से महाराष्ट्र के किसान का। ये एक दयनीय टिप्पणी है जिससे उस प्रदेश की, सरकार का उद्देश्य बड़ा स्पष्ट होता है कि वो ना कोई समर्थन देने वाले हैं कृषकों को, ना MSP बढ़ने वाली है।

इस मंच से हमने पहले आपको आंकड़े दिए हैं कि 100 प्रतिशत, 200 प्रतिशत MSP बढ़ी है हमारे कार्यकाल में। आप देखेंगे कि अब कुल 10 प्रतिशत, 15 प्रतिशत बढ़ी है और आगे भी बढ़ने का अंदेशा नहीं लगता। इन सबको देखते हुए क्या ये कहना गलत है कि इस देश का सबसे बड़ा NPA बीजेपी है। किसान बेहाल हैं, बेजार हैं, फल सब्जियाँ सड़क पर फेंकने पर मजबूर हैं, लाचार हैं, ऐसी चीजे कर रहा है, आत्महत्या करने पर मजबूर है, हमने आपके सामने बहुत ही दयनीय आंकड़े रखे हैं।

इस प्रकार से तमिलनाडु से लेकर महाराष्ट्र तक, उत्तर से लेकर पूर्व तक कृषक अपने आपको असमर्थ महसूस कर रहा है और मुख्यमंत्री जैसे पदासिन व्यक्ति बोलते हैं कि इसने करवाया, उसने करवाया। इसकी जवाबदेही बनती है, तुरंत होनी चाहिए, ऐसा नहीं समझना चाहिए कि हम कुछ जानते नहीं हैं, हम जवाबदेही नहीं मांग सकते। आखिर जब हमने आपके समक्ष CSO के आंकड़े रखे हैं, जो स्वतंत्र निष्पक्ष एक अलग विभाग है इस सरकार का, सिर्फ आंकड़ो का विभाग है और वो बताता है कि आप 6 प्रतिशत के आस-पास घूम रहे हैं और माननीय वित्त मंत्री जी ऐसे जवाब देते हैं जिनका कोई तर्क नहीं। कहा जाता है कि नोटबंदी सिर्फ एक एकाकी कारण नहीं था, इस ग्रोथ के कम होने का। ये क्या उत्तर हुआ?

दूसरा कारण दिया जाता है कि कभी-कभी 7 से 8 प्रतिशत विकास अच्छी दर है। ये तर्क नहीं है, इसका कोई मतलब नहीं है, 7 से 8 कहाँ मिल रही है?

तीसरा ग्लोबल फैक्टर, मैं समझता हूं कि ऐसा ग्लोबल फैक्टर किसी देश को मिल जाए कि ऑयल की कीमत पिछले 2-3 साल से कितनी कम चल रही है। ऐसे ग्लोबल फैक्टर के बाद आपकी दशा ये है, अंतर्राष्ट्रीय तेल की कीमत बहुत महत्वपूर्ण होती है हर देश के लिए। चौथा और पाँचवा कारण नहीं दिया, दया की हमारे ऊपर सरकार ने, माननीय वित्त मंत्री ने, हमेशा कहते हैं Legacy फैक्टर। शायद इस शब्द का प्रयोग कम कर दिया है, आखिर कब तक बोलते रहेंगे।

चौथा जो फडनवीस साहब ने महाराष्ट्र में कहा कि कांग्रेस दोषी है। तो आप लोग अपने आप निर्णय कर लें और इस प्रकार के मजाकिया, कुतर्की जवाब आ रहे हैं इस तरह की दयनीय स्थिति के लिए।

Yesterday, Congress Vice President, Shri Rahul Gandhi addressed a massive public rally in Telangana. Where Shri Gandhi, pointedly asked the PM, Shri Narendra Modi- about his vision of “Make in India” and Manufacturing. He also reflected about the state of the distressed farmers throughout the country.

Today, the figures of Manufacturing Sector (PMI) have been made public- And not surprisingly, they are again at a three month low. Infact, since the BJP Government hascome to power, the Index of Industrial Production (IIP) has always seen a downward trend.

A simple graph illustrates that trend; this is despite the Government recently changing the base year of IIP from 2004-05 to 2011-12 and even the method of calculation.

After the abysmal GDP numbers of this quarters which has forced the BJP Government and its Finance Minister, Shri Arun Jaitley into a state of total confusion, it is imperative for the Congress, as the principal opposition party to ask some tough questions and force the BJP to take accountability.

Shri Arun Jaitley’s replies to the press, yesterday, were full of utter confusion, perplexity, hypocrisy, bewilderment and even bemusement. Infact, he could not answer basic questions. Sometimes, he said “Demonetisation cannot be identified as the sole reason for low GDP growth” and “Sometimes he said 7%-8% is a reasonable area of growth”.

Shifting responsibility to the Reserve Bank of India (RBI), he was forced to hide his own Government’s abject failure on counting the exact currency which was back in the system; along with the amount of counterfeit ones, after the disastrous decision of Demonetisation. He blamed “Global Factors” for his Government’s Economic Mismanagement.

In the past 3 Years, the BJP Government, does not have the faintest idea of how to stop slide of the Economy. Infact, the recent GDP numbers conclusively prove that, this very Government was responsible for this massive downslide.

Unemployment has risen and the corporate sector has taken a hit, but the Modi government is relying on statistics to create an illusion of economic growth.

2.Distressd Farmers and Agrarian Crises.

In the wake of good monsoons last year, there has been generally a good harvest all around. But rather than been happy, the Farmers are a distressed lot. There is palpable anger simmering across the country. Farmers in Maharashtra are on a statewide strike since yesterday. What we are witnessing is unprecedented and has never happened in the past 70 years in India. They are forced to throw thousands of litres of precious milk and destroy tonnes of fruits and vegetables, grown by their own hard work in the fields on the streets.

Meanwhile, while the farmers are distressed and angry, traders are making a killing by selling farm products at higher rates. Vegetables and fruits prices in Pune, Nashik and other cities soared by 40 %, as the supply came down by half. Milk is selling at Rs 80/kg at some places.

The BJP Government at the Centre, which made tall promises of doubling the income of farmers and providing them with “MSP + 50% Profit” BJP’s 2014 Election Manifesto, which reads on page 44- “we will take steps which make agriculture profitable and we will also fix up Minimum Support Price which is 50% higher than the farmers’ actual cost”, has completely backstabbed them.

After the much hyped Uttar Pradesh loan waiver, whose hollowness the Congress party has already exposed earlier, farmers in Maharashtra are demanding a similar Loan Waiver. But the insensitive and apathetic Fadnavis Government is not listening to their demands.

BJP has become the biggest NPA (Non Performing Authority) to India and its citizens. Only 24 months are left with them to take some tangible and real steps of governance. We demand the BJP that it listens and implements what it promised – Both Jobs and Welfare of Farmers.

आपको मोदी जी के वो सब वाक्य याद हैं जो आपने 2013-14 में सुने, प्रचुर मात्रा में सुनें। उनके चुनावी घोषणा पत्र में लिखित रुप से 2 करोड़ रोजगार प्रतिवर्ष देने का वायदा किस बेशर्मी से तार-तार किया गया है। सच्चाई ये है कि आज जिसको आप विकास कहते हैं, जिसको आप विकास मानते हैं, नए आंकड़ों के आधार पर और सरकार के आधार पर, कभी 6 प्रतिशत कहते हैं कभी 7 प्रतिशत कहते हैं, लेकिन ये बात आधारित है कि रोजगार का विकास 1 प्रतिशत है। 1 प्रतिशत, बड़ा स्पष्ट है कि वो बिना रोजगार वाला विकास है। बेरोजगारी की ये बढोतरी है वो दुर्भाग्यपूर्ण और चौंकाने वाली है।

पौने 9 लाख था 2009-10 में नए रोजगार जो बनाए गए थे (2009-10 में 8.7 लाख था)। 2010-11 में सवा नौ लाख और 2014-15 में 1.35 लाख। ये मैं आपको सटीक फीगर बता रहा हूं। कहाँ 9 लाख और कहाँ 1.35 लाख? 7 गुना फर्क। 2 वर्ष से ये चल रहा है और ये सब संबंधित है, आपसी पारस्परिक संबंध रखते हैं। 63 वर्ष में सबसे न्यूनतम विकास है बैंक के क्रेडिट का, जो बैंक देते हैं, क्योंकि बिना बैंक के रुपए दिए गए। औद्योगिक विकास नहीं हो सकता, उद्योग की रफ्तार नहीं बढ़ सकती और उद्योग की रफ्तार के बिना रोजगार नहीं बढ़ सकता। 63 वर्षों में सबसे न्यूनतम दर बैंक क्रेडिट की अगर है तो अब है, 2016-17 में 5.3 प्रतिशत। IIP का जो विकास है वो बिल्कुल न्यूनतम है 0.6 प्रतिशत यानि आधा प्रतिशत, जनवरी 2017 तक।

हम ये सब आपके द्वारा इसलिए पूछ रहे हैं कि जुमलेबाजी जरुर कीजिए मोदी जी, वायदे जरुर कीजिए, बहकाइए और बरगलाइए जरुर लेकिन कृपया साथ-साथ ये जरुर बताईए देश को कि आप किस चीज का जश्न मना रहे हैं, किस चीज की बधाई आप दे रहे हैं? Job Loss के लिए, बेरोजगारी बढ़ाने के लिए? क्या ये आवश्यक है इतना बड़ा खर्चा करना? आप आशिंक रुप से रोजगार बढ़ाने के लिए इसका इस्तेमाल करते। आप क्या ठोस कदम उठा रहे हैं रोजगार बढ़ाने के लिए, औद्योगिक प्रोडक्शन बढ़ाने के लिए और बैंक क्रेडिट की दर बढ़ाने के लिए? ये आपके माध्यम से हम और पूरा देश पूछना चाहते हैं।

एक प्रश्न पर कि भाजपा 3 सालों का जश्न मनाने जा रही है, क्या कांग्रेस पार्टी के पास ऐसी कोई योजना है जो मोदी सरकार के दावों को नकार सकें, श्री सिंघवी ने कहा कि अगले 2 हफ्तों में आप देखेंगे कि भारत के विभिन्न भागों में हम सब लोग स्वयं अलग-अलग जाकर इन बिल्कुल निराधार, बेईमानी, बरगलाने वाले दावों और वायदों का पर्दाफाश करेंगें और दिल्ली के बाहर जाकर ये बताएंगे। चाहे कृषि क्षेत्र हो, राष्ट्रीय सुरक्षा हो, जम्मू-कश्मीर का मुद्दा हो या अन्य मुद्दे हों। जागरुकता आपके माध्यम से व्यापक तरीके से विभिन्न भागों में होनी चाहिए। प्रादेशिक शहरों में ये बहुत ही आवश्यक है।

अलग-अलग शहरों में जाते हैं मोदी सरकार की वायदा खिलाफी के बारे में कांग्रेस पार्टी तुलानात्मक आंकड़े देगी। रोजगार के हमने 2 आंकडे दिए। 8.7 लाख और 1.35 लाख का फर्क, ये क्या है? जम्मू-कश्मीर में 10 वर्ष में पर्यटन था, वोटिंग थी, रोजगार की जिंदगी चल रही थी, एक जो समता थी, स्थिरता थी, काम करने की शक्ति थी और जमीनी सच था वो आज से भिन्न था या नहीँ? निश्चित रुप से था।

एक अन्य प्रश्न पर कि बीजेपी सरकार में कांग्रेस के बड़े-बड़े नेताओं के ऊपर कार्यवाही की जा रही है, क्या कहेंगे, श्री सिंघवी ने कहा कि ये सत्य नहीं है। आप अगर अवसरवादी और सिलेक्टिव जांच करेंगे, आपको मालूम है कि ईडी ने और सीबीआई ने 34 लीडर के विरुद्ध कार्यवाही की है और उसमें से 30 विपक्ष के हैं। जनार्दन रेड्डी के केस में ईडी ने कुछ नहीं किया था, 500 करोड़ तो उन्होंने शादी में खर्च किया, उनको छोड़ दिया गया। सहारा में आपने खुद ने क्या तहकीकात की? 34 में से 30 आरोप लगाएंगे विपक्ष के ऊपर। आपने व्यापम को सीबीआई को सौंपा, डेढ़ वर्ष पहले सुप्रीम कोर्ट से डांट खाकर, लेकिन आज डेढ़ साल में सीबीआई ने क्या किया उसमें, कुछ हुआ? हिंदुस्तान का सबसे बड़ा मल्टीस्टेट स्कैम है, मृत्यु हैं उसमें पैसा है, क्या किया गया उसमें? GSPC में क्या किया? Selective Prosecution, opportunistic Prosecution से माहौल अपनी गलतियाँ छुपाने के लिए बना सकते हैं, क्योंकि आप सरकार में हैं, लेकिन हकीकत नहीं बदली जा सकती है

In several public rallies Mr. Modi would tell voters each and every time that just give BJP a chance to improve their lives with new jobs and I will give you one quotation, you have many of them – in 2013-2014, one of them says “I can’t do much about those in their 50s but I want to transform the lives of those in their 20s who are seeking new employment”.

Similar quotes are there in the BJP election manifestos and specifically in writing promising 2 Crore jobs every year. This is the claim, this is the ‘दावा’, and this is the false promise. Actually on the ground, we are having a ‘Pink Slip Season’ – you know Pink Slips are supposed to signify termination of employment. Every other quarter alarming figures are published showing (a) little or no growth or abysmal growth and (b) pink slips season. Labour Bureau has published it. In eight Labour Intensive Sectors and they are most vital Sectors of our economy – Construction and FMCG etc. etc. The growth is 1.1%. In Numbers, it is 1,35,000 jobs. If this is ‘Achhe Din’, then obviously the Government’s definition of ‘Achhe Din’ is ‘Achhe Din without Jobs’, ‘Achhe Din Jobs Bin’. I want to give you very recent history – not old history – within memory – recent past – recent published figures of jobs Creation in Lakhs in the last 5–6 years.

In 2009-10 Job creation was 8.7 lakhs. In 2010-11 9.29 lakhs. If you go from 2011-12, it is 3-1/2 Lakhs, 2013-14 it is 4.21 Lakhs, in 2014-15 it is 1.35 lakhs and in 2016-17 it is again 1.35 lakh – more or less static. Manufacturing, Construction, Trade, Transport; Hotels, Restaurants, IT, BPO – India was the toast of the globe in the BPO and IT Sectors. These are the figures from these 8-9 core sectors.

In this ‘Jumlebazi’ of this Government, I want to ask a few questions through the Media – what is it that they are celebrating? In the next few days, we are going to pan out in the country telling the disaster faced by each sector. It is important to be specific, it is important to nail the lies of the Government, it is important to be factual, it is important to pin point.

It is easy to avoid reality with ‘Jumlebazi’ but everyone is asking you what is it that they are celebrating? Are they celebrating Joblessness or they are celebrating Jobless Growth. What is the point of 6% growth or 7% growth, although it is only claimed and although it is only under the new series when admittedly the growth of Sectoral employment in the 9 most vital or the 8 most vital sectors of the country is only 1%. It is called Jobless Growth or growth without jobs. Is it this Joblessness or Jobless Growth or job losses or unemployment that the Government is celebrating?

The credibility of the Government, they are all linked – Bank Credit Growth – which is directly linked with the Business Growth which is directly linked to Employment Growth is at the lowest at 5.3% in 2016-17 and it is the lowest in last 63 years. The IIP data, which is the Industrial Data counting Industrial Growth – Production – all this ‘Make-in-India’ is mere all or the ‘Skill India’ is there – the IIP data shows flat trajectory or flat growth line of 0.6% till January 2017, close to a mere half a percent.

On the question of NIA investigation on receiving funds from across the border by Hurriyat, Dr. Singhvi said I want to Say two things – first and foremost – it is extremely serious, it is gross, brazen patent and deserves the strongest action in the shortest possible time and in the most effective manner. This undermines National Security directly and completely. But the second point is no less important and that is what we are seeing everyday-homilies, preachings, lectures, sermons being given by none less than High Government functionaries to which the entire country, in a bemused, amused manner, asks itself and the Nation asks itself that whom are you giving lectures to – you are the Government in Centre, you are the Government in J&K and yesterday I saw Minister of State giving a lecture on the subject. For the last 3 years both Central and State Governments individually and in coalition have done nothing and today you are lamenting.

And last third point I want to add is that this is serious no doubt but there is never and I repeat very clearly and categorically that there has never been such a rapid, accelerated tragic decline in governance in 36 months as there has been in last 36 months in J&K from any trajectory, any paradigm, be it casualties, violence, lack of governance, lack of decision making, lack of co-ordination, security scenario different departments and Ministers pulling in directions, no consistency of policy etc. etc. In 36 months we have seen the most rapid decline.

After all, we were there for ten years in Kashmir. We had external infiltrations but never before have we seen this kind of tragic state of affairs which makes the heart of every Indian bleed.
